Immigration to Quebec
If you intend to reside in the province of Quebec, you must satisfy the Quebec selection criteria. If you have passed the selection, you can apply to the Quebec government for a Certificate of selection (CSQ). Once you are selected by the province of Quebec, you can then apply to the federal government for a permanent resident visa.
